1994 115 hp Evinrude, RPM's fluctuate when running 200-400 rpms?

Idles and dies most of time....
When running at 4400 rpms, I can see gauge go to 4000 and then 4200 and then back to 4400. Sometimes goes to 4000 and stays there. Running in light waves will do this. Not sure if fuel filter or fuel pump? Think

I agree with some of what Dave said. If the engine SOUNDS like it is slowing down, look for fuel issues. If the engine doesn't sound like it's fluctuating, you probably have a bad tach.
